LaRose Introduces Bill to Create Ohio Cyber Reserve


COLUMBUS—State Senator Frank LaRose (R-Hudson) today introduced legislation which creates a new division of the Ohio National Guard called the Ohio Cyber Reserve specializing in cyber security.

The new force which Senate Bill 327 creates within the Ohio National Guard consists of qualified civilians who are cyber security experts. The Ohio Cyber Reserve will maintain regional Cyber Response Teams (CRT) capable of deterring, mitigating, and remedying cyber-attacks against our local governments, local agencies, election systems and community partners.

“The National Guard has been at the forefront of cyber security training for years. These new teams of cyber security experts will help us take our cyber defense to the next level,” said LaRose. “Cyber-attacks can occur at every level of government. It’s important we have a plan in place to help mitigate and deter them.”

While in a training status, the CRTs will provide outreach, training, and educational opportunities to local partners. This is possible with the help of the Ohio Cyber Range, an online workforce development and training tool that was jointly developed by the Ohio Cyber Collaboration Committee (OC3) and the University of Cincinnati.

Additionally, the CRT’s will perform security assessments for eligible governmental entities and critical infrastructure operators to assist in identifying vulnerabilities.

“Cyber security attacks are a real threat to the safety of our citizens,” said Maj. Gen. Mark E. Bartman, Ohio Adjutant General. “The damage can be as wide-ranging as a computer virus that costs thousands of dollars to fix, to a malicious attack that shuts down a power plant. The legislation being introduced will provide Ohio with the much-needed resources of trained and qualified civilians who can immediately respond to cyber incidents in order to protect critical infrastructure.”

Senate Bill 327 will now head to Senate Committee for consideration.
